80.000 Euro for the definition of «slip»?

The exit of Polish police from the EU security research project INDECT is still unofficially. Allegedly, the police agency Europol is interested in results

The Polish Ministry of Interior has prohibited the cooperation in the controversial research project INDECT after half of the term. Now the waves are beating there. In the meantime, the senior University of Krakow and the Data Protection Officer Poland have reported. However, a fundamental criticism can not be discouraged their contributions. On the contrary, the problem of research on automated systems for standardization social behavior is not recognized.

Still is Nebulos, which is why the Polish police were instructed to jerking in Indect. The official fundamentalization is that the country’s security authorities had sufficient own resources to monitor the public security. This has found the Ministry after re-language with the police commander Mark Działoszynski. Many research projects are also meant from the field of automated video monitoring, pattern recognition "striking" Behavior or use of flying cameras (Polish police rising from INDECT).

The party "Law and justice" (PIS) also requires a stucco of the monitoring critical cake: according to the National Conservative Members of Barabara Bubula, its demand for a special session of the interior committee took the urban coating of the Minister of the Interior. Also the "Confederation of democratic left" Supported the request of the PIS. However, it is also rumored, the government fears of mass protests as in the face of the ACTA Agreement, which lively carried out in February to exit from the controversial free trade agreement.

Interior Minister is more critical than the top privacy

Last week, the Minister of the Interior of Journalists had designed that at INDECT was the sensitive balance between security and freedom. The project would therefore be at the expense of privacy. Thus, Cichocki even continues as a privacy. INDECT is a rifle without balls, the Polish commissioner explained for data protection under the debate for the EU project. According to Wojciech Rafał WiSwiorowski, the research is therefore first harmless from his view.

The privacy policy follows the fragmentary reasoning that also the Indect makers should be made in numerous criticism: The project was only exploring the feasibility of certain technologies and process no personal information. Therefore, it was sufficient for all privacy criteria. The safety is also given to similar projects, which are operated by Polish universities together with police, intelligence services and the militar. Standard, among other things, the Polish platform for Homeland Security, which also initiated Indect.

Carlo Corazza, one of the European Commission speakers, tries to dispel the ethical doubts on the project and refers to the eight-headed "Ethics". The body should inform the Commission, among other things, an abuse of research results. However, the committee aroused from INDECT members only guarantee whether data protection requirements are complied with, such as the written understanding of those affected, which are filmed in the context of tests. A principal criticism of the "gun" Indect formulates the "Ethics", but also the Northern Irish policemen, but not. Also, the question of how social control should be automatically automated remains unanswered (automatic illegal recognition).

INDECT researchers surprised by the Ministry

Auberarlamentar criticism remains a few groups such as the burger rights organization Panoptykon in Poland. Her spokeswoman Katarzyna Szymielewicz points out that the developed technologies are well suited for sale after the end of the project. These could not be democratically controlled.

So far, it has always been claimed that INDECT has not developed a finished monitoring platform. Allegedly, the EU police agency was interested in INDECT, reports the Vice Rector of Krakow AGH University, Tomasz Szmuc. At research results and finished products, politics are also looking forward to policies in Spain, Malta, Latvia and Romania. INDECT has already established numerous awards for prototypes of individual applications according to the project coordinator.

After a first shock, the INDECT makers have gone to the public. Allegedly, the police involved were surprised as the scientists surprised by the step of the Ministry. Soon an informal conversation of the AGH university should take place with representatives of the Ministry of the Interior and the police.

Last Saturday, the project coordinator Andrej Dziech and his employee John Derkacz were coming to the press position. According to Dziech, the project is a success of Polish science that can be used internationally as a leading present animals. The INDECT coordinator also explains that it determines the price of the Funf-Young project and defined the new technologies to be confirmed. Daruber also explain the unusually high request of the EU. The technical calling of the police he ignores a flat rate: For crime fighting, state-of-the-art tools had to be used at all times.

The INDECT spokesman Derkacz seals the project in contrast to a larger data protection claim: according to this was the implemented there "Watermarking"-Technology exemplary, because these faces or license plates of real-time were unrecognizable. As a result, the closed policemen no people can not recognize until they are from the software as "suspicious" are classified — a fragmentary understanding of privacy. Derkacz gives on demand that the recordings can be stored in full resolution and without a loss.

Exit not officially

The work on Indect should also be promoted by Polish police officers to the 2013 project end in 2013. Unless the inner workers are not released, the contract must be reformulated with the European Commission. So before it had prof. Tajduś Antoni, Rector of the University of Krakow, explained last week.

75 percent of almost 15 million euros for the project INDECT come from EU funds. The remainder bring the partners involved. The speech is of around 180.000 Euro, of the total of 260.000 Euro still had to be paid to the Polish Ministry of the Interior. The money is now being resumed by the European Commission now. Another possibility of goods that Indect finds a new partner who jumps on the Polish police. This was allowed to lie above all in the interest of the police of Northern Ireland, which remains the only security worker in the project. Now, receivables are loud that the University of Wuppertal from INDECT will be reduced. However, scientists were able to gradually depend to the step, because even here, extensive third-party funds were lost.

An final exit of project participants must be made to a specified procedure. However, the rezug had to be communicated after Brussel first. So far, it is not known whether the EU Commission has received a corresponding official communication of the Polish Ministry of Interior. Until a few days ago, a Commission spokesman for this was unaware of this. Instead, the pace of government was considered "hysterical" designated.

Under circumstances, the already paid requirement must also be refilled. Otherwise, the police had to prove that they have taken their tasks correctly in Indect. As far as the Polish officials have known, for example, in the definition of "slip" helped (who has not done anything, nothing has to bleed). Whether the paid 80 paid.000 Euro are justified, the EU Commission must decide. The Polish police had also granted several permits for tests in public space. However, this could hardly be able to charge the Ministry of the Interior of the European Union.
